Abstract:
This study addresses the crisis of data interoperability and quality credibility in commercial remote sensing caused by rapid technological iteration, pointing out structural limitations in the existing standardization system such as dynamic imbalance and conflicts between openness and confidentiality. To this end, the research proposes a new paradigm centered on the "agility-modularity-performance-oriented triad model" and constructs a four-layer dynamically coupled framework. Through the "quality information flow" and interface standards that permeate all layers, this framework systematically transforms the "performance black box" into verifiable "trusted certification." Additionally, a "standard incubator" mechanism led by industrial alliances is designed to promote the evolution of market practices toward international standards via an agile pathway. A case study on "flood disaster emergency response" demonstrates that the framework significantly enhances the efficiency of multi-source data processing and the reliability of decision-making. This research provides a clear pathway for the standardization of the commercial remote sensing industry, and its adaptive governance paradigm also offers theoretical insights for the digital economy field.
